Why do we not use resource and cost models based on the constructor's programme? It is impossible to answer the question definitively, but one can speculate as to a number of possible reasons which are:

• The success of the Bill of Quantities within lump sum tendering as a device for the selection of the contractor based on financial competition
• The fragmented and litigious nature of the construction industry, which tends to encourage and support opacity rather than transparency
• The strength and dominance of the design professionals; especially quantity surveyors, who do not wish to see an erosion of their influence and power
• The failure of information technology to take a system's view of information management. Information technology practicioners seem to be more concerned with speeding up and making more accurate current procedures. such as the production and pricing of Bills of Quantities
